OFFICIAL DECLARATION OF UNIVERSALLY NOTABLE VALUES OF MY SON HOLY LAND

I/ Overall Summary
:

    My Son tower-temple complex was formed in the time from 4th century until 13th century. The relic situated in a mountain valley belongs to the west mountainous Duy Xuyen district, Quang Nam province, the center of Vietnam. There is a little stream flow across the complex before joining Thu Bon – the river of the capital of Cham Pa Kingdom and  running into the sea through Hoi An Ancient Town port.
      Cham Pa was cultivation and aquatic products landing centre of the region comparing with Ankor and even overtook it in terms of natural resources and commerce. On the grounds of forest products, agricultural products, sea and aquatic products wealth, Cham Pa expanded their influence and built up a trade with India from the earliest eras AD. Under the impact of Hinduism in the India subcontinent, many tower-temple were built to worship Hindu deities such as Brama and Vishnu. Shiva religion still, however, persisted and dominated the region.
      Appointed as the religion centre of the Kingdom, this area marked the ruling and theocratic power concentration of Cham Pa Kingdom for almost one thousand year, which was the time for the kings to consecrate splendid tower-temples to the deities as well as to prove their merit.
      With history of building and constant development for almost 10 centuries, the tower-temples signifies the diversity of architectural styles but generally they are all vey high, which symbolizes the greatness and purity of the mountain Meru, the chamber of the gods and the center of the universe.
      The relic of My Son tower-temples is the most important work of the ancient Cham culture. Most of is was structured with pillars and decorative sandstone reliefs indicating the Indian anecdotes.Technical proof of the tower-temples is the denotation of Cham techniques while the symbolism of the motifs and symbols of hidden temples in which the content and the political and religious stages Champa

II/ Criteria:


Criterion 2: My Son Holy Land are typical hallmarks of cultural exchange, particularly Indian art and architecture from the Indian subcontinent.

Criterion 3:
My Son Holy Land lively reflects the role of the Champa Kingdom in the political and cultural history of Southeast Asia.

III/ Completion:


      The Hindu tower-temples of My Son is located in a well protected area with clearly defined boundaries. Continuously built over 10 centuries with 13 closely related works group (named from A - M). The available relics and ruins exist in the group signifying a continuous history of architecture during the existence of the Kingdom of Champa.
      During the 2nd World War, the First Indochina War, especially the 2nd Indochina war many tower-temples were destroyed, but the remaining ones were maintained and conserved very well. Extreme weather such as heavy rain causeing flash floods and high humidity poses a major challenge for conservation. The disclosure of the stream and surrounding vegetation clearing can reduce these damage.

IV/ Authenticity:


      The diversity of architectural styles embodied in the heritage is proved by archaeologists, historians and other scholars to be the construction marvels of all time in terms of engineering and sculpture. These are the unique works in Southeast Asia. Mysterious space of the region confirmed that this relics exists in relation to its local cultural factors. Restoration activities under the guidance of expert France, Poland and Italy are more or less closely related and do not affect the overall condition of the authenticity. Therefore, the genuineness of the My Son temples in terms of design, materials, construction methods and layout remains.

V/ Protection and management requirements necessary for maintaining universally notable values:

General legal framework:

      My Son tower-temple complex is strictly managed according to international convention and the laws of Vietnam. It was regconized as a National relic in 1979 by Ministry of Culture (currently the Ministry of Culture, Sports and Tourism) and as special National relic by  the Government in 2009. All central and local agencies must comply with the Law on Cultural Heritage (issued 2001, revised 2009). My Son relic restoration activities by the French archaeologists launched in the first half of the twentieth century after the signify. However, the restoration work to be unfinished and ruins were heavily damaged by continuous war from 1940 to 1975. After Vietnam completely unified in 1975, the restoration was carried out again and signify in heritage restoration activities are applicable according to international standards by domestic and foreign experts..
      In order to proceed this work and conserve the heritage better, the Prime Minister issued Decision 1915/QD-TTg accompanied by administrative measures and distribution of budgets for the master plan (2008 - 2020) to preserve and promote the value of My Son tower-temples complex.
      Top management is the responsibility of the Ministry of Culture, Sports and Tourism, through the Department of Conservation and Museum closely linked with the Department of Culture, Sports and Tourism of Quang Nam province, Duy Xuyen district People's Committee and My Son Directing Board of Relic and Tourism is in charge of direct managent.
      The budget for the special needs of the cultural and historical heritage is included in the national plan for tourism development and the master plan on socio-economic development of Duy Xuyen district.

2. Specific long-term goals:


      The method of conservation and restoration methods implemented to ensure compliance with current construction methods and traditional maintenance. These techniques derived from ethnographic comparison studies and proven through scientific experiment analysis results will replace the use of cement and other modern materials have been used in the twentieth century.
      Infrastructure projects have been implemented in the buffer zone with written commitments, to ensure conservation and tourism development in the region. These projects include the museum field, human resources, road for tourists to visit the relic. All unauthorized construction has been cleared from the core zone.
      Low capacity and extreme weather conditions are the potential risks faced in the management of legacy. Master plan on socio-economic Quang Nam province to ensure the recovery of forests in the surrounding area in order to improve the ecological environment and climate conditions in the region. However, it is neccessary to issue a decree on the inviolable boundaries buffer zones of heritage.
